As @AdamRussell1989 said, it depends on the horel. If it's one of those high end hotels with cameras and a lot of staff and security roaming around, then no you probably can't just waltz in and look around without booking a room. But there are some smaller hotel chains that aren't as high class where, as I said, you could pretend to be a visitor for someone and poke around. This is strictly for reconnaissance. I wouldn't stick around for too long unless you actually have a room booked finally.
