I am interested in getting access to the File Archive. Is it possible to pay via paypal?

Yes it is. Same conditions as via CCBill (time and fees, but no recurring option). Please send this as a private transaction.

Benstrirling, it has all been written in the post you quoted. Please follow the link given to ccbill api and see the recent rates. In US Dollar it is always 19,95$, in EUR it is 18,39€ today but will change due to exchange rates.
